About the Role

As the Compliance Manager - ATO, you will be responsible to manage and conduct the day-to-day activities in the ATO Compliance Monitoring System within Group Safety and Security (GS&S), which include operational safety audits within the Company, as well as external providers / contractors that are used by Qatar Airways ATO for the purpose of flight crew training. The position is required to work with all levels of leadership within QR, as well as Senior Management representatives from third parties.

You would be responsible for :

  • Managing the auditing function of QR Approved Training Organisation (ATO), in order to ensure the training operations are conducted in accordance with the requirements mandated by Qatar Civil Aviation Authority (QCAA) in QCAR No 01/2016 – Regulation on Air Crew, and any other international standard implemented by Qatar Airways in the field of flight crew training.
  • Monitor compliance of the contracted / outsourced safety related activities to ensure the service / product provided to Qatar Airways is in compliance with the applicable requirements mandated by Qatar Civil Aviation Authority (QCAA) in the field of flight crew training, and any other applicable standard applied by Qatar Airways.
  • Ensure the ATO compliance monitoring program is properly implemented, maintained and continually reviewed and improved, and that the planned audits are conducted as per the agreed schedule.
  • Monitor compliance of the ATO documentation to the applicable QCAR requirements in order to ensure manuals, training processes and procedures related to the activities of the ATO organisation remain in compliance with the applicable regulatory requirements, and any other additional standard as established by the organisation.
  • Conduct opening and closing meetings with Nominated Persons/ Senior Management personnel in relation to audits planned / accomplished.
  • Provide a monthly and quarterly summary reports of the audits completed from the annual audit schedule and overdue non-conformances to the Senior Manager Compliance ATO with the purpose of presenting data at the various Safety/ Security Action Groups and at the GCEO’s Group Safety & Security Committee meeting.
  • Verification of external findings issued by external regulatory authorities (Civil Aviation Authorities), and follow-up with respective departmental managers within Qatar Airways for identification of root cause(s), development, evaluation and implementation of corrective actions as appropriate.
  • As a subject matter expert (SME), perform ad hoc audits and inspections in areas identified by the ATO Senior Management.

About You

To be successful in this role, we are looking for candidates with the following skillsets :

  • Relevant College or University qualification to min Bachelor's level or equivalent IOSA Airline Auditor
  • A minimum of 7 years operational airline experience in a discipline such as Flight Safety Management, Quality Management, Flight Operations, or licensing
    Certified Auditor to a recognized international standard such as the International Register of Certificated Auditors (IRCA)/ IATA Internal Auditor/ IOSA Auditor Course.
  • Trained in an Air Transport discipline such as Pilot, Engineer, Cabin Crew, Load Controller, Ramp Officer or Flight Dispatcher.
  • Trained in Regulation on Air Crew / Regulation on Air Operations, or ICAO Annex 1 regulatory requirements.
  • Trained in Safety Management System (SMS).

Candidates with the below experience will be given preference :

  • Holding or having held a pilot licence and associated ratings or certificate
  • Lead Quality Auditor in an Approved Training Organisation (ATO), preferably in an EASA environment.
  • IOSA auditor with experience in auditing FLT discipline.
  • Airline Lead Quality Auditor carrying out independent audits in the field of flight operations.

Candidates should have strong interpersonal and investigative skills, and conflict resolution abilities with a strong command for details and be fluent in both spoken and written English and capable of writing clear factual reports to a very high standard (Reports will be read at Board Level, and will also be seen by CAA and IOSA auditors when required).
