Contracts Senior Expert Specialist

To oversee the end-to-end process of the tendering and contracting process at naufar, including tender preparation, contract negotiation, contract management & termination as well as relationship management with long-term contractors. Ensuring accurate, complete and professional execution of activities in line with the policies and procedures of the procurement function.

Key Accountabiltities

Negotiates with suppliers to draw up procurement contracts

 Oversees the preparation of tender documentation.

 Negotiates, administers, extends, terminates, and renegotiates contracts.

 Formulates and coordinates procurement proposals.

 Directs and coordinates activities of workers engaged in formulating bid proposals.

 Oversees the preparation of contract documentation.

 Evaluates or monitors contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations

 Approves or rejects requests for deviations from contract specifications and delivery schedules.

 Arbitrates claims or complaints occurring in performance of contracts

 Analyses price proposals, financial reports, and other data to determine reasonableness of prices.

 May negotiate collective bargaining agreements.

 May serve as liaison officer to ensure fulfilment of obligations by contractors.

 Oversees the close out of contracts.

 Solicits bids to procure a variety of required goods and services and negotiates and administers contracts. Assists with contract termination procedures..Performs basic analyses for firm fixed-price or similar contracts.

 Participates as a team member on an acquisition management review team or on an equivalent assignment.

 Performs commonly used contracting methods and contract types related to pre-award, post award and/or price/cost analysis functions to perform well-defined and precedent contract actions.

 Analyses business practices and market conditions to evaluate bid responsiveness, contractor responsibility and contractor performance.

 Presents factual information; composes memoranda, minutes and reports; and drafts contract provisions and supporting documents.

 Solicits sources of supply and analyses prices, discount rates, delivery dates, transportation changes, previous performance, commitments and indications of financial responsibility and recommends the most advantageous offer.

 Assigns work in terms of objectives, priorities and deadlines and provides additional assistance with new or unusual assignments.

 Plans and carries out recurring work using established procedures, conferring with the supervisor or higher-level specialists as necessary on technical problems.


Experience

A minimum of 8 years working experience of which at least 3 years must be in a contracts role.

Experience in either Healthcare and/or Hospitality sectors and preferably from within the governmental sector.

 Experience in Tendering Law and executive regulation governing public procurement.

 Experience in drafting agreements compliant with the tending law regulations and meet Ministry of Justice requirements.

 Experience as part of a pre-opening/start up team within the Contracts management function; hence, experience in establishing a Contract management function for a new organization


Knowledge & Skill

 Bilingual - Arabic / English

Previous GCC/Qatar experience required.

 Knowledge of Tendering Committees Proceeding and submission preparations

 EDMS- Electronic Document Management system

 ERP- Oracle / SAP
