United Nations Development Programme (UNDP) Strengthening Rule of Law Programme (SRLP) has been supporting the Government to strengthen rule of law and justice institutions in Pakistan. The SRLP works on both demand and supply sides of the rule of law and justice sector through building institutional capacities of the institutions and empowering communities particularly women and other vulnerable groups. One of the SRLP component is strengthening institutional capacity of police and levies in Pakistan. Under this component, the SRLP has assisted Khyber Pakhtunkhwa Police Department to establish model police and levies stations, community policing forums and improve capacity of police training institutions. In Balochistan, SRLP supported implementation of the Rule of Law road map and development of gender strategy for Balochistan law enforcement agencies.
All the SRLP-UNDP efforts are aimed at enhancing police services by law enforcement (police/levies) to the public. This work requires extensive knowledge and understanding of community and gender-oriented policing. To this end, a Law Enforcement Specialist is required to oversee the police/levies component of SRLP. The Law Enforcement Specialist will report to the Programme Manager SRLP and on day-today basis work with Rule of Law Programme Specialist. The incumbent will be fully engaged with the law enforcement agencies at the different levels (federal, provincial, district, police/levies stations) and will be expected to maintain a strong working relationship with the Police, Levies and home departments, etc. He/she is expected to bring in-depth knowledge of policing including an understanding of existing systems/structures (especially regarding police/levies station management), operational and policy challenges and history of reform efforts (e.g., what reforms have been more sustainable than others) and will be required to ensure all policing work is cohesive and meets delivery targets.
Summary of Key Functions:
- Provide strategic advice on identifying entry points to achieve short and medium-term results that contribute to longer term sustainable police/levies reforms
- Conduct analysis of issues and interventions related to improving law enforcement services
- Contribute to the Programme's understanding of drivers and challenges for change and support strategies to overcome
- Ensure implementation of law enforcement component as per the annual work plan, donors’ agreements, policies and technical soundness of activities
- Interact with operations team (e.g. engineers, finance and procurement) to ensure delivery of agreed targets
- Undertake monitoring and evaluation of law enforcement output to track results and contribution to impact level change as part of reporting
- Ensure regular programmatic engagement with all relevant stakeholders, ‘supply' (government institutions) and ‘demand' (e.g. community representatives as well as civil society)
- Ensure gender-balanced approach in implementation of all law enforcement component activities
- Support knowledge sharing and communication efforts
- Support introduction of innovations in implementation
- Support intra-programme coordination to capitalize on ‘justice chain' approach
- Maintain strong coordination and working relationship with the Police, Levies, Home, and other departments and training institutions
- Remain aware of latest developments in police, levies and criminal justice sector reforms to inform efficient programming
- Ensure awareness of and participation in sectoral coordination, including representation in police-related working groups, donor meetings, etc.
- Contribute to the development of strategic relationships with key donors active in law enforcement reforms
- Coordinate programme activities with other UNDP initiatives in the Country Office as well as other UN agencies to develop inter-agency synergies
- Ensure high-quality reporting and analysis of the crimes’ statistics and crimes trends in Pakistan for UNDP, national partners and donors as required
- Perform any other tasks as assigned by the SRLP management for achieving programme results.

Required Skills and Experience Education:
- Master’s degree in political science, law, security studies or a related field
- Minimum 2 years of progressively responsible professional experience in matters related to law enforcement (police, levies) and law enforcement reforms in Pakistan
- Prior experience working for UNDP or UN system in Pakistan is an asset
- Experience in interacting with regional and international stakeholders/donors in a multicultural environment
Language requirements:
- Fluency in English and Urdu required.
