Main purpose of job:
Support CSSF Programme Team in Pakistan to deliver the Regional and Stabilisation Programmes and the design of new programmes from March 2020.
Roles and responsibilities / what will the jobholder be expected to achieve?
The Regional and Stabilisation programmes are two of the current five programmes of Conflict, Security and Stability Fund in Pakistan.
The Regional Programme aims to create opportunities for better relations between Pakistan and its neighbours through shaping regional debate through track 2 dialogues and conferences, reinforcing regional economic cooperation mechanisms, and creating strategic communications tools to measure the above.
The Stabilisation Programme on the other hand aims to strengthen the environment for stability in FATA, by supporting the consolidation of community participatory approaches to service delivery, and test the delivery of business grants and job placement centres in FATA.
CSSF is currently undergoing a review and work to develop future programming is well underway, both programmes are likely to change over the next 18 months and candidates will need to be flexible around those changes, but this offers an exciting opportunity for learning and development in the areas of programme and project design. Responsibilities include (but are not limited to:
Manage individual projects
The post holder is responsible for the active and hands-on management of projects within the Regional and Stabilisation Programmes, as identified by the Programme Manager, ensuring projects meet CSSF requirements. This includes:
- Manage agreements (contracts, MOUs, AGAs, etc) for individual projects, including extensions, amendments.
- Monitoring partner work/delivery plans, including providing constructive challenge to implementing partners (especially around effective organisation of activities).
- Monitoring partner spending and financial management of assigned projects, ensuring accurate monthly forecasting, quality assuring financial reports and invoices, ensuring reports are linked to verifiable activities reported in narrative reports, processing payments to implementing partners, and supporting audits, where relevant.
- Oversee monthly / quarterly narrative reporting of project activities for assigned projects, ensuring the reports arrive on time, are linked to amounts reported in financial reports, are of appropriate quality and have the required sign off by programme and policy leads.
- Identifying and monitoring project-level risks, ensuring appropriate mitigating plans are established and implemented, with relevant issues flagged to the Programme Manager.
- Overseeing project-level reviews and completion reports for assigned projects, ensuring the reports arrive on time, are of appropriate quality and have the required sign off by programme and policy leads.
- Engaging regularly with partners of assigned project, meeting project partners monthly, attending relevant workshops/monitoring visits and sharing knowledge internally to inform others of important events and, as necessary, seek their engagement.
- Ensuring updates and revisions of project level results framework for assigned projects, with guidance from Programme Manager.
- Monitoring Annual Review recommendations at project level and ensuring they are implemented by partners
- Ensuring cross cutting themes – including gender and human rights – are appropriately addressed by projects as directed by the Programme Manager.
This job will be also expected to support effective management of the Programmes overall. This includes:
- Contribute to the programme reporting and requirements, including reports to Working Groups, Operational and Strategic boards, other results reporting, changes (as needed) to the Programme Documents, and programme-level financial forecasts.
- Contribute to the Annual Reviews of the Regional and Stabilisation programmes drawing on project-related information.
- Implement the information management policy for the Regional and Stabilisation Programme as set by the Programme Manager.
- As required, provide admin support to the programme.
- Support drafting/revision of programme-level briefs and other reports by providing information on assigned projects to the Programme Managers and other BHC staff.
- Help to consolidate information for due diligence processes as directed by the Programme Manager
- Identify opportunities to add value to other work streams across the BHC and make recommendations to the Programme Manager.
- Support the Programme Manager to identify and address weaknesses in delivery and partner capacity.
Resources managed (staff and expenditure):
Oversee delivery and project management of several million pounds of funding. No line management required.

Language: English
Level of language required: Fluent
Other skills / experience / qualifications:
Bachelor’s Degree; Two years relevant project management experience.
Salary Details:
For BHC candidates, the Local BHC Terms & Conditions will apply.
For other than BHC candidates, Basic Salary will be PKR 146,425.
