Pakistan faces complex and multi-dimensional humanitarian challenges, including ongoing displacement as a result of conflict, floods and recovery from the last 3 decades. United Nations Population Fund (UNFPA) Pakistan has been delivering humanitarian assistance in Pakistan by supporting the Government of Pakistan (GoP) in the areas of reproductive health and women protection services to affected male and female populations. During emergencies, women have unique health concerns, from hygiene needs to life threatening complications related to pregnancy, child birth, with increased risk of rape and sexually transmitted diseases, unsafe abortions and obstetrical complications. Displaced women and young girls experience elevated risks from pregnancy, childbirth, rape and escalated spread of HIV/AIDS and other health problems.

Pakistan has faced increased frequency and severity of drought due to rise in temperatures and adverse effects of El Niňo. Based on the Pakistan Meteorological Department report, severe drought-like conditions have emerged from Southern Pakistan. Balochistan and Sindh are the two badly hit provinces with an estimated 5 million people affected in 26 districts. Of these, around 36 percent are women, adolescent boys and girls. The National Disaster Management Authority (NDMA) on the direction of the President of Pakistan has issued a detailed report analysing the drought situation and recommended a two-tiered approach to address it via immediate and short-term humanitarian actions, along with complementary development measures.

Aside from displaced Afghans, Khyber Pakhtunkhwa province of Pakistan has experienced complex with Temporarily Displaced Persons (TDPs) including returnees to the north- west region (merged districts). The Government of Pakistan over the years has temporarily provided the protection space and access to basic health and education services to Afghan refugees (both documented and undocumented) as well as temporarily displaced and returnees. The return process of internally displaced population is almost complete (95%: source FDMA July 2018). UNFPA through its humanitarian program is responding to the needs of displaced afghan refugees, TDPs and return population in areas of Reproductive Health and Gender Based Violence.

As part of the humanitarian program, UNFPA is engaged in the capacity development of its partners including government and non-government partners through on job and in house trainings. In addition, the consultant will provide support in responding to emergency situation under humanitarian program.

Overall Objectives of the Consultancy

The humanitarian consultant will contribute to the planning process, coordination and implementation of the emergency response interventions and training programs under GBV in Emergencies. The humanitarian consultant will ensure standard training plans and curriculum are developed, database of trainees/ trainers is maintained, and training plan is prepared. The position will also support in collecting and managing GBV data base against gender indicators under the humanitarian projects.

Location:The incumbent will be based in UNFPA Peshawar office with responsibilities including in all target provinces.

Key Responsibilities

1. Organize and conduct training events in target provinces,

• Develop of training plans/ curriculum and related tools

• Identify suitable trainers and support in contracting the trainer/s, if needed
• Collecting feedback and experiences, analysing the lessons learned for future trainings
• Maintain and update database of trainings and trainees to support on-going monitoring and evaluation activities
• Compile Training Reports including pre and post training assessment exercises
• Compile GBV data against indicators agreed under work plans with partners.
• Assist in monitoring the progress of the projects against the work plans
• Close liaison with concerned Coordinator / Manager to facilitate smooth planning, conduct and follow up of training events..

• • Maintain close networking with the government stakeholders /counterparts to seek timely nomination of participants, as required prepare and send the invitation letters
  • Ensure timely reservation of trainings venue and number of rooms for the participants in close coordination with Humanitarian team.
  • Develop and maintain a checklist of tasks and requirements for proper management of events
  • Prepare hand outs and training material printing and distributing agendas, folders, banners, name tags, plaques and other tools required.
  • Assist in budget management of the training event

Required expertise, qualifications and competencies, including language requirements:

• A graduate or Master’s degree in Social Sciences, Public Health, Economics, Statistics, Public Administration or relevant disciplines with 7 years of relevant experience in humanitarian programmes including developing and conducting trainings on GBVie preferably with International organizations (UN. Donor organisations).

• Experience to conduct trainings on national scale with a focus of capacity building of government staff, NGOs & INGOs.

• Excellent knowledge of spoken and written English and Urdu, with good statistical skills.

• Demonstrable work expertise in management of training and coordination with relevant partners in this regard.

• Proficiency in the use of information technology (word processing, spreadsheets and data management). Must know how to use MS Access. Demonstrate excelent writing and reporting skills
