Data Processing Development Activities Engineer (19-13-052)

Job Description

We are looking for a Data Processing Development Engineer to join our
client EUMETSAT's Polar System - Second Generation (EPS-SG) Programme. This
successor of the EUMETSAT Polar System (EPS) Programme will continue to
provide and enhance the core services of operational meteorology and
climate monitoring from the mid-morning polar orbit.
The EPS-SG missions will be fulfilled by a suite of instruments designed to
perform imaging and sounding missions ranging from near UV to radio waves
spectrum, with particular focus in the infrared band.
In the context of the procurement of the EPS-SG PDAP sub-segment, you will:
  • Interact closely with the PDAP, DPI, and PGFs Suppliers
  • software development (e.g. team workload and efficiency, adherence to
Quality Assurance procedures and working practices, resolution of technical
issues), in particular for the DPI and the PGFs developed under the PDAP
Contract
  • management (e.g. status and progress assessment, schedule control, WP
management, progress report preparation)
  • acceptance of subsystems (e.g. reception of subcontractor’s deliveries,
incoming inspections, production of test reports)
  • Attend Integration and Testing activities
  • attend, as requested, to Integration and Testing activities of the Data
Processing systems under development, including the Data Processing
Infrastructure (DPI), the L1/L2 Products Generation Functions (PGFs),
whether held at the PDAP or DPI Suppliers’ premises in Toulouse, at the
PGFs Suppliers’ premises, or at the EUMETSAT Headquarters in Darmstadt
  • Participate to Technical & Management Meetings
  • technical meetings related to data processing systems, including the PGFs
related ones
  • weekly PDP and/or DPI and/or PGFs Supplier’s meetings
  • weekly EUMETSAT EPS-SG PDP Team meeting
  • bi-weekly EUMETSAT EPS-SG PDAP Team meeting
  • 6-weekly PDP Progress Meetings held between the PDAP and PDP suppliers
  • Participate in Review of Documentation
  • analyse and comment, the Progress Reports associated to the PDAP and PDP
related Progress Meetings
  • review PDAP Supplier’s documentation related to the Data Processing system
under development, including Design, Compliance Matrices, and IVV related
documentation
  • review EUMETSAT documentation dealing with concepts and technical analyses
of relevance for Data Processing systems
  • follow-up associated actions or review activities
Required Skills And Experience
  • A University degree (or equivalent) in a relevant discipline, with proven
experience in applications of remote sensing technologies.
  • Good team working skills, be able to work autonomously, and have good
analytical skills. The variety of the tasks and the scope of the systems to
be supported require also very good communication and presentation skills
combined with the ability to perform under high workloads.
  • You shall have skills and hands-on experience in the following mandatory
Areas
  • system engineering processes, covering the full development lifecycle and
in monitoring and implementation of designs against requirement baselines
and IV&V, including testing and formal acceptance
  • good working knowledge in both French and English
  • good interpersonal and communication skills, allowing to work within a
multi-disciplinary and international context with various teams.

Desirable Skills And Experience

Practical knowledge in at least one of the following areas will be

  • payload data processing in meteorological and/or Earth Observation ground
segment systems
  • data processing orchestrators
  • big data technologies, in particular Kafka and Storm
