Organizational Setting
This position is located in FAO Project Office Peshawar, Pakistan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under overall supervision of the FAO Representative in Pakistan (FAOR), under direct supervision of the International Project Coordinator (IPC) in Khyber Pakhtunkhwa Merged Districts (KPMDs) and Operations Officer; the Operations Associate will be responsible for the below mentioned tasks and responsibilities.


Technical Focus
The Operations Associate will perform tender opening, reviewing quotations, bids/offers, commercial evaluation. Also prepare tender documents, purchase orders and Letter of Agreements (LOA’s) with the supporting documents including documents for Operations committee meetings, review vendors’ invoices and perform backstopping functions.


Tasks and responsibilities
  • Prepare and update Operational Plans and Procurement Plans in order to expedite project implementation;
  • Support the program with all required steps of Project Cycle Management from project inception to its completion and closure;
  • Prepare Purchase Requisitions (PRs), coordinate review of submitted draft tender documents by PU especially for civil works , Request for Proposals and and preparation of Letter of Agreements (LOA’s) as required;
  • Maintain updated records of the Project Documents, NOCs, Progress Reports, PRs, Purchase Orders and LOA’s with the supporting documents;
  • Provide procurement support in opening, reviewing quotations and perform the function as the secretary
  • Coordinate the technical evaluation of offers, expression of interest for shortlisting, proposal and preparing the corresponding report;
  • Obtain RFQ in the field for procurement requirements below $5,000 in coordination with Procurement Unit (PU), seek clarification from vendors when required among other functions;
  • Review and verify vendors invoices;
  • Apply FAO operations guidelines, under direct guidance from the International/Senior Operations Officer to monitor and verify all type of operations for contracted works, services and supply of goods including inspections, evaluations and approvals;
  • Provide day-to-day active support, advice and coordination with program team on operations and contract management issues;
  • Support project managers in the preparation of procurement plans of their projects in coordination with the operations officer;
  • Review progress made towards the operations and procurement plans and expected results on quarterly basis;
  • Support the IPC in organizing multi-stakeholder workshops and meetings both at inception and throughout the project’s life span;
  • Monitor with the team the physical and financial delivery on periodic basis, perform trend analysis, forecasting and identification of delays, ensure timely implementation of corrective measures to address deviations from scope and time;
  • Assist the IPC in the preparation of relevant inputs in monthly and quarterly progress reports;
  • Prepare operational reports as may be required or requested and prepare an end-of-assignment report;
  • Perform any other functions as directed by IPC.

Minimum Requirements
  • Post graduate degree in Development Studies, Economics, Engineering or related field.
  • A minimum of 5 years of work experience in implementing Project Operations for technical cooperation projects. Extensive knowledge of Operational procedures and guidelines. Knowledge in FAO or UN Operations and Procurements will be an advantage.
  • A working knowledge of the English and Pashto languages

Selection Criteria
  • Ability to work in multi-disciplinary and multi-cultural teams is essential.
  • Experience working with or in UN/International and donor organizations particularly in field positions implementing emergency response and livelihood resilience in disaster-hit areas.
