    Summary

    About the Position: This position is located within the United States Military Training Mission (USMTM) on Eskan Village, Riyadh, Saudi Arabia. Eskan Village is a joint military community, housing military and DoD civilian personnel. The installation (secure compound) is a unique setting that supports military, civilians, local hires and a limited expatriate community. The weather can be hot and dry with extreme heat in the summer months and mild winters. Dust storms may occur at any time.


    Responsibilities

    • Serve as the contracting management representative, coordinator and analyst, coordinating with requiring activities and organizations involved in administering and managing a wide range of contracts.
    • Primary specialist for overseeing the organization?s contract activity and is the point of contact between the organization and servicing Contract Office.
    • Advise the Chief, Contracting Branch, on matters pertaining to a variety of logistical, supply and service requirements affecting ongoing and new contracts.
    • Assist managers to develop justification, coordinate and complete Performance Work Statements (PWS), Quality Assurance Surveillance Plans, and the Cost Budget Estimates (CBEs) on a large number and variety or procurement transactions.
    • Coordinate procurement staffing actions with appropriate technical, administration and legal personnel.
    • Participate in pre-performance conferences, pre-award surveys, technical evaluations and pre-bid conferences.
    • Assist contracting officials in evaluating offers received for responsiveness to the solicitation and determines responsibility of contractor.
    • Perform complex contract administration including performance of modification actions, termination actions, initiation of receiving reports until final delivery of services and payments are completed and contract is closed and retired.
    • Interpret contract provisions for officials of the activity and provides appropriate advice and guidance.
    • Monitor and verify contractor performance and compliance with terms, conditions, and specifications of the contract.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

    Specialized Experience: One year of specialized experience which includes: 1) contract support processes and preparation of related required documents such as: letters of justification, statements of work, and authorization letters, independent government cost estimates, and cost analysis; 2) drafting documents for contract requirement packets and assist requiring activities with preparation of requirement packets for validation and approval; and 3) providing guidance on matters pertaining to contracting policies and procedures.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    • Direct deposit of pay is required.
    • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
    • Locality pay does not apply in the overseas area.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
    • Pay retention may be offered to successful applicants for positions at overseas locations.
