The Engineering Manager has the overall responsibility in fully supporting the Technical Director for managing the planning, definition of the scope for separately tendered technical consultant services and oversight of execution for the separate consultancy services. Tender for primary separate technical consultant services include projects for numerous infrastructure, educational facilities, recreational facilities, tourist attractions, and all other support buildings.

The Engineering Manager is responsible for the technical design management, design quality, and Program execution for the delivery of the overall design requirements during the preparation of tender documents and subsequent technical issues that may arise during execution of the works.

Responsible for co-coordinating the design change related matters and their solutions between the various Program stakeholders. Ensures all design changes and solutions are implemented and coordinated into the scope of services and schedule for all consultant services.  

Responsible for providing leadership and direction to the Technical Dept. in providing quality, responsive technical design resolutions and project management services to enable its achievement of goals and objectives in delivering the Program. 

KEY ACCOUNTABILITIES

Responsible for providing management and guidance on all technical design activities for the Program. including:

• Preparing, implementing, and maintaining the Technical Design and Interface Management Plan.
• Contributing to the preparation of supporting management plans, including Risk Management, Quality Management, Change Management, Systems Assurance, Commissioning, Stakeholder Management and Coordination, etc.  
• Establishing design basis parameters fulfilling the requirements
• Reviewing technical design deliverables of other design consultants, providing reviewer comments, and recommending non-objection/approval.
• Developing resolution for technical design issues and formally recommending to the Technical Affairs Director for instruction and implementation, including assessment of advantages and disadvantaged with potential liability issues.
• Ensuring all design deliverables meet or exceed the KPI’s of the nominated Performance Criteria, and are completed within budget.
• Providing technical advice and recommendations to the Technical Affairs Director and senior management of the Responsible for the technical design performance of the Program.
• Consulting with the Technical Affairs Director in the recruitment, retention and leadership and behaviours of the Technical Dept.
• Monitoring and mentoring the technical design experts to ensure that the Program design outputs are subject to appropriate scrutiny and verification.
• Managing Technical Dept. resources to ensure maximum utilisation/optimisation.

Manage all design matters between the key Program stakeholders

Coordinate and provide full assistance to the Program Controls Manager, Contracts Management Expert, Cost Estimator Expert, and other Program staff for the monitoring, reporting and tracking of Program design changes.

Manage and co-ordinate all meetings in relation to the technical design. 

Responsible to establish, measure, maintain and lead an integrated design team within the successful delivery of Program.

Qualifications and Knowledge:

• Graduate or post-graduate degree in civil or mechanical engineering from an accredited university.
• 10 years in a position of Senior Engineering Manager.
• Experience in major infrastructure development programs during feasibility, detailed design, and construction phases.
• Registration as a professional or chartered engineer required.
• Must have strong interpersonal skills with ability to communicate primarily in English with Arabic language as an advantage.
• Employment within the Middle East for at least 5 years is preferred.
