Position Description

Responsible for managing contract that provides program management and administrative support within the Kingdom of Saudi Arabia. Provides support for Royal Saudi Naval Forces (RSNF) Systems upgrade and refurbishment efforts, Operations and Maintenance (O&M) engineering support, and Integrated Logistics Support (ILS) for the upgrade and refurbishment of RSNF Systems. Oversees procurement of equipment and material as necessary to ensure continued operations of RSNF Systems.
Conducts cost management through continual cost control and review. Has business development and budgetary responsibilities. Provides expertise to customers to ensure resolution of issues. Requires advanced knowledge and understanding of work project(s) and functions. Typically manages a team of 20 or more employees. Typically reports to a Program Manager or Director.

Qualifications

  • Requires a bachelor's degree and 7+ years project management experience.
  • (7) years of experience successfully managing large teams (e.g., 20+ person).
  • (5) years of this experience in direct support to a program office (PMW) or similar organization within the United States Department of the Navy (DoN).
  • (5) years demonstrated experience as an engineer supporting Command, Control, Communications, Computers and Intelligence (C4I) systems such as Global Command and Control System (GCCS), Naval Modular Automated Communications System (NAYMACS), High Frequency (HF), Ultra High Frequency (UHF), and Veiy High Frequency (VHF) Radios and Antennas, Tactical Data Links (Link-11, 16, 22), Combined Enterprise Regional Information Exchange System (CLNTRIXS), Network Communications, Satellite Communication (SATCOM), Air Defense Systems Integrator (ADSI), or Visit, Boarding, Search, and Seizure
    (VBSS).
  • Demonstrated knowledge of Foreign Military Sales (FMS) processes and procedures.
  • Demonstrated experience interacting with foreign senior military/government officials.
  • Demonstrated experience managing teams in multiple geographic areas, including Outside theContinental United States (OCONUS) locations.
  • Demonstrated experience working with United States Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, 0-6 field grade officers).
  • Demonstrated experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).
  • Demonstrated experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS PowerPoint (or similar software).
  • Demonstrated ability to effectively communicate orally and in writing with Flag Officer level personnel regarding technical and programmatic issues.
  • Travel will be required
