We are currently looking for a Cost Control Manager to join our QATAR operations.
Our company is an international firm and has been an established main contractor in the Qatari construction market and the Cost Controller Manager will take on the challenge of assisting and coordinating with the project teams and the accounts team; a pivotal role linking together different teams and ensuring projects are running within budget.
Cost Control Assignment:
- Maintains and Develops adequate policies, procedures and processes for the Cost Control function to maintain efficient operational excellence.
- Oversees preparation of accurate & comprehensive workable budget and cost control plan by studying project drawings, specifications, BOQs and other contract documents.
- Set‐up Cost Control System and Project Budget manual based on established procedure.
- Organize and manage Cost Control Unit composed of cost control engineers, cost clerks/encoders in delivery of periodical cost reporting and evaluation.
- Manage Project Operational budget based on Cost Breakdown Structures showing each cost elements (Labor, Materials, & Equipment). Assign and ensure consistent application of cost centers and codes covering Indirect and Direct Cost distribution.
- Ensure regular and efficient communication with Operation, Procurement and Engineering functions during the preparation of the detailed budget.
- Monitor, regularly, the detailed construction progress of the project to ensure full adherence to work plans within agreed budget and resources.
- Recommend corrective actions as appropriate, based on the status and summary reports to the management on material, machines and labor requirement of the project against agreed plans.
- Assess and analyse all amendments to the project as a result of change orders and take necessary actions to amend budget.
- Provide expert advice on cost and budgeting issues related to current projects to project managers. Conducting regular analysis of actual performance against plan.
- Review cost trend & forecasting analysis for project costs, communicating these to all related parties, highlighting concerns and needs, recommending necessary measures, actions and methods.
- Participate in meetings for reviewing project progress and current cost position.
- Lead the Cost Control Unit in the preparation of terminal cost reports upon completion of project. Collaborate with Finance & Accounting Department for the preparation of Profit & Loss Statement of completed projects.
- Performs other duties and tasks as assigned.
- Adhering to all compliance and auditing requirements for the conduct of ethical and transparent operations including the compliance to all company policies, guidelines and procedures.
- Complying with Health, Safety and Environmental policies and procedures and compliance with all audits and inspections.
Skills and Experience:
Minimum Requirements:
- Engineering Degree – any discipline, but preferably Civil Engineering
- Professional membership (for example, PMP, MRICS, CCP) is desirable
- More than 15 years of experience in which minimum of 10 years in Gulf with experience in Infrastructure and Building & Oil and Gas projects.
- Technically well conversant with cost control, cash flows, budgeting, variations etc.
- Demonstrable knowledge in estimation, quantity surveying, contract administration and site execution.
- Computer literate - conversant with MS Office application, hands on experience on ERP (SAP) and CANDY estimation software is added advantage.
- Demonstrates strong interpersonal, communication and presentation skills
- Meticulous work ethic with strong analytical and problem-solving skills
- Mature, proactive, resourceful and hands-on with good initiative.
